1) Check out https://projects.coin-or.org/svn/Osi/0.98
2) Build it and install it.
3) Edit the Makefile in this directory to set COININSTDIR to wherever Osi is
   installed. Also, edit what is CXX if necessary.
4) run make to create the executable
